The line protocol is still down

15:14 / Unknown / packet tracert,
The line protocol is still down. I already did a "no shutdown" command on serial 2/0 interface of the router. I can't ping to the IP address on the serial interface. I'm using Cisco Packet Tracer 5.3.1
